我也有同样的错误（但在不同的情况下），帮助我的是安装了一个稍旧的版本的Rasa NLU（我最初使用的是最新版本，因为我已经将repo分叉）。旧版本可以在这里找到：https://github.com/RasaHQ/rasa_nlu/releases

不过，你使用的是Rasa核心，所以我不知道这是否有用。在
